of 7 June 1988
on the approximation of the laws, regulations and administrative provisions of the
Member States relating to the classification, packaging and labelling of dangerous
preparations

THE COUNCIL OF THE EUROPEAN COMMUNITIES,
Having regard to the Treaty establishing the European Economic Community, and in
particular Article 100 A thereof,
Having regard to the proposal from the Commission (1),

Having regard to the opinion of the Economic and Social Committee (3),

Whereas it is important to adopt measures with the aim of progressively establishing the
internal market over a period expiring on 31 December 1992; whereas the internal market
shall comprise an area without internal frontiers in which the free movement of goods,
persons, services and capital is ensured;
Whereas rules on dangerous substances have already been laid down in Council Directive
67/548/EEC of 27 June 1967 on the approximation of the laws, regulations and
administrative provisions relating to the classification, packaging and labelling of
dangerous substances (4), as last amended by Directive 79/831/EEC (5);

Whereas rules on certain dangerous preparations having very specific uses have already
been laid down:
- in Council Directive 73/173/EEC of 4 June 1973 on the approximation of Member
States' laws, regulations and administrative provisions relating to the classification,
